Registration of a medical aid scheme

About registering of a medical aid scheme

To register a medical scheme, you must apply through the Council of Medical Schemes.

The Council of Medical Schemes must ensure that:

  • members of board of trustees and the principal officer of the proposed scheme are fit to run the scheme
  • scheme will be financially stable
  • scheme has enough members 
  • scheme will not unfairly discriminate against any person because of race, age, gender, marital status, ethnic or social origin, sexual orientation, pregnancy, disability and state of health.
  • If your application is approved,  the registrar will give you:
    • a certificate of registration 
    • a copy of the rules for medical aid schemes.

If the application is rejected, the registrar will explain in writing why the medical aid scheme was not approved.

What you should do

  • Complete the form -Registration as a medical scheme.
  • You must pay an application and registration fee.
  • The application must contain the following information:
    • full name of the proposed medical scheme 
    • the date on which the medical scheme is to be operational 
    • the physical and postal addresses of the scheme
    • two certified copies of the rules of the scheme
    • full names, physical and postal addresses and Curriculum Vitae of the principal officer and trustees of the scheme
    • in the case of a restricted membership scheme, the name or names of the participating employer(s)
    • the name and address of the person who will administer the medical scheme 
    • a copy of the administration agreement, if the scheme is to be administered
    • a copy of any other joint-administration agreement between the scheme and any other party
    • the guarantees and deposit vouchers the registrar may require
    • a detailed statement of services to be undertaken, directly or indirectly, on behalf of the proposed scheme by an administrator, broker or managed care organisation
    • a detailed business plan
    • any other information that the registrar may require.

Please note:

You must recruit a minimum of 6000 members within three months of registration of the scheme.
