Applying for a petroleum manufacturing licence

Description

A petroleum manufacturer licence allows you to manufacture petroleum products and sell them to any licensed wholesaler or licensed retailer, except for export purposes.

Please note: a person may not manufacture a petroleum product without a manufacturing licence.

If you were operating as a manufacturer before the commencement of the Act, 17 March 2006 you will be deemed to hold a manufacturing licence; however, you must apply for a manufacturing licence within a period of six months from the commencement of the Act.

Service standard

The Controller must make a decision within a period of 90 days.

  • Provided that: 
    • in the case of an application for a licence by an applicant in respect of whom the manufacturing facility is existing or is in the process of development, the period commences from the date of acceptance of the application
    • in the case of an application for a licence by an applicant in respect of whom the manufacturing facility does no exist at the time of commencement of the Petroleum Products Amendment Act, No 58 2003, the period of 90 days commences from the date of receipt of the proof of publication of the notice
    • in the first six months after the commencement of these Regulations, the period is 250 days.

Cost

  • R1 000 if you have been operating before the Petroleum Products Amendment Act, No 58 of 2003.
  • R10 000 if you have not been operating before the Petroleum Products Amendment Act, No 58 of 2003.
  • R5000.00 Annual Manufacturing licence fee in respect of petroleum products manufactured from any hydrocarbon including petroleum, crude oil, natural gas, natural gas liquids, or coal or any combination thereof.
  • R500.00 annual Manufacturing licence fee in respect of petroleum products manufactured from other raw materials.
