About receiving permission to blend liquor imported in bulk
To blend the liquor you imported in bulk for sales purposes, you must get permission from the Department of Agriculture, Forestry and Fisheries (DAFF). You can mix the imported liquor with a South African product, water or with another overseas product.
You must draw a 750 ml sample from the imported liquor and a 750 ml from the liquor you want to mix with. Send the samples separately to the office of the Division Liquor Products by post at: Private Bag X5015, Stellenbosch 7599 or hand deliver it to Plant Quarantine Station, FSQA, Polkadraai Road Stellenbosch. You do not need to send 750 ml of water if you are mixing with it
An inspectorate at the liquor division office will submit your samples to the laboratory for analysis. Once the mixture is approved, the inspector will notify you and you can mix, package and label the liquor.
Once you have packaged and labelled the liquor, you must send a 750 ml sample of the final mixed product and an application form to the office of the Division Liquor Products by post at: Private Bag X5015, Stellenbosch 7599 or hand deliver it to Plant Quarantine Station, FSQA, Polkadraai road Stellenbosch.
The inspector at the liquor division will submit the sample and your application form to the Office of Inspection Services to analyse and see if it complies with the requirements of the Liquor Act, 60 of 1989. Once the Office of Inspection Services is satisfied with your mixed product, they will advise the inspector to give you a Permission to sell liquor imported in bulk after bottling certificate.
